Amends Delaware Code Chapter 43, Title 11 to permit motorcycle brake light systems that pulse rapidly for no more than 5 seconds when brakes are applied, then convert to continuous light.

Allows this flashing brake light exception despite general prohibition on flashing lights on vehicles, as the practice increases visibility and is recommended in the Delaware Division of Motor Vehicles Motorcycle Operator Manual.

Maintains all existing restrictions on flashing lights for non-emergency vehicles while creating a specific exemption for the motorcycle safety equipment described.
