Amends Delaware Code § 1018(a)(3) regarding discretionary expungement of juvenile delinquency adjudications.

Allows expungement when a child has no more than 2 adjudications of delinquency from separate cases where no more than one offense is a felony (excluding violent felonies).

Requires petitioner to have no subsequent adjudications of delinquency or adult convictions for offenses under Title 4, 7, 11, 16, or 23, no pending criminal charges, and at least 5 years have passed since the second adjudication.

Specifies that a felony adjudication expunged under this section shall no longer serve as a basis for prohibiting a person under Title 11 § 1448(a)(4).
