Allows counties and municipalities to opt out of Delaware's Public Employment Relations Act through affirmative legislative action by their governing bodies.

Adds definition of "Rebate" as the portion of a nonmember's pro rata share of exclusive representative expenditures not used for collective bargaining, contract administration, or employment condition matters.

Clarifies definition of "Strike" to include failure to report for duty, wilful absence, work slowdowns, or concerted interruptions of operations, while preserving employee rights to lawfully express complaints about employment terms.

Exempts employment contracts entered into before the bill's enactment from its provisions, but applies the act to any renewals or extensions of existing contracts.
