Allows each municipality in Delaware to designate and create right-to-work zones within its boundaries by act of the municipal governing body.

Allows each county in Delaware to designate and create right-to-work zones within its boundaries by act of the county governing body.

Within designated right-to-work zones, employers cannot require employees to join labor organizations, pay union dues or fees, or pay equivalent amounts to charities as a condition of employment.

Exempts from these provisions: Federal Railway Labor Act employees, federal employees, employees on federal enclaves, public employees under Title 13, public school employees under Title 14, and employment contracts entered before the law's effective date.

Applies right-to-work protections to renewals and extensions of existing employment contracts.
