Expands state employment hiring preference eligibility beyond wartime veterans to include all honorably discharged veterans who served as active members of the U.S. armed forces (Army, Navy, Air Force, Marine Corps, and Coast Guard)

Extends hiring preference to active and honorably discharged members with at least 20 years of service in the Delaware National Guard or a reserve unit located within Delaware

Maintains the existing preference point system: disabled veterans receive up to 10 points and other qualifying veterans or members receive up to 5 points added to examination scores

Preserves spousal preference of 5 points for spouses of deceased veterans/members, those missing in action or captured, and those with service-connected disabilities

Effective date of January 1, 2016
