Amend §3301 of Delaware Code Title 30 to clarify that licensing requirements for steam, gas, or electricity manufacturers apply "except as provided in this chapter," establishing exemptions for certain entities.

Require individuals, firms, associations, or corporations producing steam, gas, or electricity for sale to obtain an annual license from the Secretary of Finance, with fees based on 1 mill per dollar of gross receipts or a $50 flat fee for new businesses.

Amend §3302 to add exceptions for non-profit rural electric cooperatives that generate solar photovoltaic electricity for internal use by cooperative members only, exempting them from licensing and tax requirements.

Maintain existing exemption for incorporated towns, cities, and municipalities from paying taxes on steam, gas, or electricity they produce.
