Restricts Supplemental Nutrition Assistance Program (SNAP) benefits to foods, food products, and beverages with beneficial nutritional value.

Directs the Department of Health and Social Services to draft a list of approved foods based on Women, Infants, and Children (WIC) Program guidelines, expanded to improve selection and affordability.

Requires the Department to promulgate regulations identifying specific approved foods or food categories within 120 days of the Act's effective date.

Mandates the Department request a waiver from the U.S. Department of Agriculture Secretary within 30 days of enactment to implement the restrictions.

Act becomes effective upon federal waiver approval, except Section 1 takes effect upon either regulation promulgation or 6 months after waiver approval, whichever occurs first.
