Amends Delaware Code § 81-127 to require homeowners associations to send notices via U.S. mail with a certificate of mailing to unit owners.

Mandates notices be sent to both the mailing address designated by the unit owner and to the address on record with the county tax office where the unit is located, unless the owner provides a different written designation.

Addresses situations where homebuyers own investment properties or second homes and may not receive mail at the physical property or be aware of homeowners association requirements.

Increases the likelihood that homeowners receive required association notices by utilizing tax office records as a backup mailing address.

Maintains existing notice delivery options including hand delivery and electronic means with prior written authorization from unit owners.
