Creates a new definition of "autocycle" as a three-wheel vehicle with a steering wheel and seating that does not require the operator to straddle or sit astride it.

Allows autocycles to be operated by anyone with a standard Class D driver license, without requiring a motorcycle endorsement.

Exempts autocycle operators and passengers from helmet requirements.

Distinguishes autocycles from motorcycles in Delaware's motor vehicle code by renumbering the motorcycle definition from § 101(32) to § 101(33).

Updates references to the motorcycle definition in § 2703(a) regarding licensing and operation requirements for two-wheeled and three-wheeled motor vehicles.
