Emphasizes that adverse childhood experiences from trauma and abuse cause physical and mental health problems throughout life and damage early brain development.

Calls on Delaware schools and organizations to plant pinwheel gardens during April in honor of children in their communities as a prevention initiative.

Recognizes multiple partner organizations supporting child abuse prevention efforts, including Kids Count in Delaware, Delaware Office of Early Learning, Child Inc., Children & Families First, and the Children's Advocacy Center of Delaware.
