Creates a modified committee to review the financial condition of Sussex County Technical School District and develop options for addressing its budget challenges.

Committee composition includes a Department of Education representative, the Controller General or designee, the Director of the Office of Management and Budget or designee, and the Executive Director of the Delaware Association of School Administrators.

Committee must analyze the District's fiscal year 2014 year-end financial position, fiscal year 2015 forecast, alternative enrollment and tax base projections, operating requirements, and capital improvement plans.

District is requesting a 27-cent property tax ceiling increase per $100 of property value (12 cents in year 1, then 3 cents annually for years 2-6) as an alternative to reducing its workforce by 47 employees.

Committee must submit its analysis and recommendations to the Governor, Speaker of the House, and Senate President Pro Tempore by March 16, 2015.
