Establishes a Port of Wilmington Exports Task Force to study the feasibility and costs/benefits of introducing agricultural product exports to the Port of Wilmington's operations.

Task Force membership includes: legislative appointees from House Majority/Minority and Senate Majority/Minority Caucuses; designees from State, Agriculture, Labor, Transportation, and Finance Departments; Economic Development Office Director; Chamber of Commerce representative; and a public member appointed by the Governor.

Co-chairs to be appointed by the Speaker of the House and Senate President pro tempore, who shall also set meeting dates, times, and places.

Task Force shall designate representatives from Teamsters Local Union No. 326, Diamond State Port Corporation, regional rail industry, Delaware Farm Bureau, and Delmarva Poultry Industry, Inc. to participate.

Task Force must submit a report by January 15, 2016 to the Speaker, Senate President pro tempore, Governor, Legislative Council, and Delaware Public Archives identifying agricultural export opportunities, economic impacts, funding/staffing needs, implementation timelines, and any required General Assembly action.
