Creates the Delaware Anti-Dumping and Anti-Littering Task Force to develop a unified plan and new strategies to combat illegal dumping and littering statewide

Task force membership includes representatives from DelDOT (serving as chair), DNREC, Delaware Solid Waste Authority, Department of Correction, Attorney General's office, State Police, and the Governor's office, along with environmental advocates, Farm Bureau, waste-hauling businesses, and optional county and legislative appointees

Task force responsibilities include quantifying the scope of littering and illegal dumping problems, evaluating current state efforts, reviewing strategies from other states, and considering public awareness campaigns

Required to produce a report with recommendations covering the scope of the problem, actionable strategies, inter-agency coordination, funding needs, and necessary legislative changes

Report must be submitted to all General Assembly members and Governor Jack Markell by September 30, 2016, with DelDOT providing staff and administrative support
