Encourages the Delaware Police Chiefs' Council to develop and adopt a uniform policy for law enforcement body-worn camera implementation in consultation with the Attorney General, Department of Safety and Homeland Security, Fraternal Order of Police, and State Troopers Association.

Policy should address which officers must use cameras, situations requiring cameras to be turned on or off, data storage and retention, access by the Attorney General, and public release procedures.

Policy must include provisions for notice of recording, review and use of footage, and consequences for policy violations.

Requires the Police Chiefs' Council to provide the General Assembly with any adopted policy and identify necessary legislative action to support body-worn camera implementation.

Recognizes that body-worn cameras improve accountability, transparency, evidence documentation, and reduce use of force incidents and complaints.
