Designates May 4, 2016, as "Early Childhood Advocacy Day" in Delaware to affirm the importance of quality early learning for children, families, and the State's future workforce and economy.

Celebrates Delaware's early childhood accomplishments including building a comprehensive strategic plan focused on whole-child development and kindergarten readiness.

Recognizes growth in Delaware Stars participation, with over 47% of the State's 1,200 early learning programs voluntarily engaged in quality improvement initiatives.

Highlights increased access to highly-rated programs for low-income families, with 59% of Purchase of Care children enrolled in highly-rated Delaware Stars programs compared to just 5% in 2011.

Notes Delaware's improvement in developmental screenings from last in the nation to 21st, with over 80,000 screenings conducted since 2011 to detect and address developmental issues early.
