Acknowledges the fundamental injustice, cruelty, brutality, and inhumanity of slavery and Jim Crow laws in Delaware's history.

Apologizes on behalf of Delaware for the State's role in slavery and wrongs committed against African-Americans and their ancestors, including Delaware's sanctioning of slavery for approximately 226 years and its rejection of the 13th Amendment in 1865.

Expresses deepest sympathies and solemn regrets to enslaved persons and their descendants who were deprived of life, human dignity, and constitutional protections.

Recognizes the need to address and educate Delawareans about ongoing social stigma, stereotyping, bias, and discrimination that persist as vestiges of slavery.

Commits the General Assembly to rectify lingering consequences of slavery and Jim Crow and implores all Delawareans to eliminate racial bias and teach future generations about this history to prevent repetition; specifies the resolution shall not be used as basis for litigation.
