DE HJR11

Directs the Delaware Department of Natural Resources and Environmental Control to allow a deliberative review process for stormwater management regulations with input from the Regulatory Advisory Committee's Technical Committee.

Requires the Department to provide written responses to Technical Committee recommendations and attempt to reconcile differences, potentially using an independent technical mediator.

Mandates the Department allow alternative non-volume based stormwater management methods and discontinue requiring fees in lieu of compliance.

Requires the Department to promulgate final stormwater regulations through public hearing under the Administrative Procedures Act and prepare a regulatory impact statement under the Regulatory Flexibility Act.

Requires the Department to submit a report to the Delaware legislature by June 1, 2016 on actions, activities, and progress in complying with this resolution.
