Establishes the Wilmington Public Safety Strategies Commission to examine public safety strategies and recommend data-driven policies to reduce violent crime in Wilmington.

Commission comprised of 9 members including the Secretary of Department of Safety and Homeland Security (co-chair), New Castle County Director of Public Safety (co-chair), City of Wilmington representative, Attorney General, Governor's representative, 2 community representatives, business community representative, and retired Wilmington Police officer.

Commission authorized to retain outside consultants with expertise in data-driven policing, law enforcement partnerships, and community policing to provide staff assistance.

Commission to examine crime data, Wilmington Police Department structure, policing districts, effective strategies in other jurisdictions, coordination of state and federal resources, and community input.

Commission must submit Report and Recommendations to the Governor and General Assembly by March 31, 2015.
