Establishes the Delaware Efficiency and Cost Containment Committee (DECCC) to investigate and recommend actions for improving governmental effectiveness and restraining state spending growth.

Committee membership includes the Controller General (chair), State Auditor, Attorney General, State Treasurer, Director of Office of Management and Budget, governor's representative, Pensions Administrator, four General Assembly members (one from each legislative caucus), and up to two additional discretionary members.

Office of Management and Budget shall provide necessary staff support for the committee's operations.

Committee shall hold public meetings (with advance media notice and website posting), gather public input through at least one special hearing, and may hold executive sessions when legally required for confidentiality.

Committee shall investigate pension reform, centralized school procurement, state purchasing protocols, and efficiency rewards programs, then submit actionable recommendations to all state legislators and the governor's office by March 15, 2016.
