Directs the DPAS II Advisory Committee to establish a sub-committee before July 30, 2015, to review and recommend changes to Delaware's educator evaluation system.

Sub-committee shall focus recommendations on professional growth, continuous improvement of student outcomes, and ensuring quality educators in every school building and classroom.

For teacher evaluations, sub-committee shall recommend multiple measures including student learning objectives and non-test options such as end-of-course projects, differentiated by years of experience.

For specialist evaluations, sub-committee shall recommend measures based on national specialist organization standards, differentiated between direct and indirect services, with flexibility for districts and charter schools to set building-level goals.

Sub-committee composition includes seven DPAS II Advisory Committee members, three county administrators, three county educators, and one administrator and educator from the Charter School Network, with recommendations due to the Secretary of Education and legislative committees by March 31, 2016.
