Re-establishes the Committee to Advance Educator Compensation and Careers to develop a new compensation structure and career pathway for Delaware educators, with updated recommendations due to the Governor by March 31, 2016

Committee membership includes representatives from the Delaware State Education Association, Department of Education, Office of Management and Budget, legislative education committees, and the State Board of Education president as chair

Creates two sub-committees: an Educator Work Group (up to 20 members including teachers, specialists, and administrators) and a Technical Advisory Group (up to 10 members with state and district personnel)

Requires the plan to prioritize raising entry-level salaries, increase compensation for Bachelor's degree holders in their first five years, and provide salary stipends for National Board Certified educators with additional stipends for those serving high-need schools

Mandates consideration of alternatives that do not provide additional compensation for credit hours earned toward advanced degrees, while potentially rewarding successful degree completion
