Recognizes April 28, 2016, as Workers' Memorial Day in Delaware to honor and remember workers killed or injured on the job since the establishment of the observance in 1989.

Notes that 4,679 workers were killed on the job in 2014 according to U.S. Bureau of Labor Statistics, despite the creation of the Occupational Safety and Health Administration on April 28, 1971.

Endorses the 2016 Workers' Memorial Day theme of "Working For Safe Jobs" and the AFL-CIO and AFSCME's goals including defending worker safety protections, supporting the federal Protecting America's Workers Act, and protecting Latino and immigrant workers.

Encourages the AFL-CIO and AFSCME in their ongoing efforts to protect workers from injury, death, and unsafe working conditions.

Directs the House to present copies of the resolution to the AFL-CIO, Delaware's Secretary of Labor Patrice Gilliam-Johnson, and AFSCME Council 81 Executive Director Michael Begatto.
