Establishes the permanent rules governing the Delaware House of Representatives for the 148th General Assembly, including procedures for convening sessions at 2:00 PM on Tuesdays, Wednesdays, and Thursdays

Defines the Speaker's authority to appoint all committees and subcommittees, assign bills to committees, set the agenda, and issue subpoenas upon majority committee vote

Creates 22 standing committees including Appropriations, Judiciary, Education, and Ethics, and establishes that bills requiring $50,000 or more in state expenditures must be referred to the Appropriations Committee

Sets legislative conduct rules prohibiting conflicts of interest, requiring disclosure of personal interests in pending legislation, and establishing an Ethics Committee to investigate violations and recommend discipline

Requires a quorum of 21 members, mandates roll call voting on final passage of bills, and specifies that bills must be read on two different days before passage unless waived by majority vote
