Creates the Statewide Afterschool Initiative Learning Task Force to study and make recommendations regarding a Statewide Afterschool Initiative Program.

Task Force shall assess existing afterschool programs in Delaware, evaluate unserved populations, and recommend models for a state-funded afterschool program centered on collaboration between public schools and community-based organizations.

Task Force membership includes 13 appointed members including public appointee chair, House and Senate vice-chairs, Secretary of Department of Education, nonprofit representatives, school administrators, business and education association leaders, and the Controller General.

Task Force shall gather input from afterschool providers and experts including the Afterschool Alliance, Attorney General, Delaware State PTA, Food Bank of Delaware, and Department of Services for Children, Youth and their Families.

Task Force shall submit findings and recommendations report to the Delaware General Assembly by December 1, 2016, with House staff providing administrative support.
