Establishes a House Noise Control Task Force to review the Delaware Noise Control Act, local noise ordinances, and enforcement issues throughout Delaware.

Task Force composition includes two House members (one from each party) as co-chairs, a municipal police chief, county representative, agribusiness representative, citizen member, and Chamber of Commerce representative.

Requested voting participants include the Secretaries of DNREC, Public Safety and Homeland Security, and Agriculture, plus the Director of the Office of Animal Welfare, Chief Magistrate of Justice of the Peace Court, and Attorney General.

Co-chairs responsible for scheduling organizational meeting, preparing meeting materials and correspondences, and ensuring timely final report submission.

Task Force must submit final report to the House of Representatives and Speaker of the House by January 1, 2017.
