Removes the time limitation on homestead exemptions for real property and manufactured homes in federal bankruptcy and state insolvency proceedings.

Increases homestead exemption amounts to $75,000 in 2010, $100,000 in 2011, and $125,000 thereafter (making the $125,000 cap permanent).

Maintains the $125,000 exemption amount immediately for persons totally disabled from working or married persons where at least one spouse is 65 years old or older.

Applies to individual debtors and their spouses domiciled in Delaware in addition to other exemptions under Title 10, Chapter 49 of the Delaware Code.
