Adds requirement for the Secretary of Education to provide administrative staff to the Delaware Performance Appraisal System II Advisory Committee.

Expands committee membership to include two new ex-officio, non-voting representatives: one from the Department of Education (appointed by the Secretary) and one from the State Board of Education (appointed by the State Board President).

Changes committee meeting requirement from unspecified frequency to "at least once a quarter each year."

Clarifies the Committee's role to advise the State on ensuring fidelity of system implementation, accuracy and reliability of data collection, and use of data to improve educator quality and professional development opportunities.

Expands the Committee's review authority to cover any aspects of the State's ESEA Flexibility Application involving educator evaluation, including renewals, extensions, or amendments, prior to submission to the US Department of Education.

Requires the Committee to submit written comments on proposed regulations to the Secretary and State Board before the State Board considers any proposed regulations.
