Creates a new Advanced Practice Registered Nurse (APRN) Committee under the Board of Nursing to advise on rules and regulations for APRN independent practice, replacing the previous Joint Practice Committee.

Establishes that APRNs receive full practice and prescriptive authority upon licensure, but independent practice requires 2 years and 4,000 hours of collaboration with a physician, podiatrist, or healthcare delivery system plus Committee approval.

Defines "full practice authority" for APRNs to include prescribing medications and controlled substances, ordering non-pharmacological interventions, diagnosing and prescribing therapy, and signing death certificates within their role and population focus.

Requires all new APRN graduates and nurses seeking independent practice to work under a collaborative agreement for 2 years and 4,000 minimum hours, with the Committee evaluating competencies and benchmarks before granting independent practice status.

Removes the requirement for Board of Medical Licensure and Discipline approval of APRN regulations, transferring regulatory authority to the Board of Nursing and the new APRN Committee.
