Modernizes Chapter 86 of Title 11 to reflect current technological advances and expanded databases beyond the original 1982 criminal history file system.

Expands the definition of "criminal justice information" to include biographic data, biometric data, identity history, property data, and case/incident history in addition to traditional criminal history records.

Clarifies the authority and responsibilities of the Delaware Criminal Justice Information System (DELJIS) Board of Managers to establish access policies, vet authorized users and agencies, and investigate violations.

Consolidates and reorganizes access provisions by moving CJIS access requirements to a single section and establishing "agency agreements" (formerly "user agreements") that specify authorized data usage and security requirements.

Establishes penalties and enforcement mechanisms, including class A misdemeanor charges for authorized users or agencies that knowingly or recklessly violate access terms, data usage restrictions, or confidentiality requirements.
