Adds a statement of purpose for the Advisory Council on Tidal Finfisheries to advise the Director on tidal finfisheries management matters.

Changes Council member appointment method from gubernatorial nomination with Senate confirmation to direct gubernatorial appointment.

Reduces Council member terms from 5 years to 4 years and modifies staggering requirements to ensure no more than 2 members' terms expire in any year.

Changes quorum requirement from a fixed minimum of 4 members to a majority of appointed Council members.

Establishes removal provisions for Council members for gross inefficiency, neglect of duty, malfeasance, misfeasance, or nonfeasance, including automatic resignation for members absent from 3 consecutive meetings without good cause or attending less than 50% of meetings annually.
