Establishes same-day voter registration at polling places for presidential primary, primary, special, and general elections from 7 am to 8 pm, replacing the previous fourth Saturday deadline.

Allows same-day registrants to vote upon submission of valid government-issued photo identification or alternative documents (utility bill, bank statement, government check, paycheck) dated within 60 days of registration.

Removes the requirement that individuals with felony convictions must pay all financial obligations (fines, restitution) before voting rights are restored; only full discharge of sentences is required.

Permits same-day registration applicants to vote upon signing an affidavit that they are not prohibited felons, with felony conviction review conducted after Election Day rather than before registration.
