Requires the Delaware Economic Development Office to develop a 5-year Comprehensive State Plan for Economic Development that includes vision, goals, strategies for business creation/expansion, talent development, and tourism improvement

Mandates the Plan include strategies to engage women, veterans, and minorities in developing businesses, along with analysis of economic indicators (unemployment rate, average wage, GDP, jobs created/retained)

Requires public meetings in all three Delaware counties at least two months before submitting the Plan to gather public input

Changes the annual report deadline from October 15 to September 1, with reports detailing progress toward the Plan's goals and strategies

Establishes transition timeline: annual reports based on existing Comprehensive Economic Development Strategy from 2015-2019, with the first Comprehensive State Plan due September 1, 2019
