Exempts utility service charges not calculated based on consumption from the separate metering requirement in Delaware's Residential Landlord Tenant Code.

Allows landlords to pass actual utility service costs to tenants if the rental agreement permits, based on the cost charged to the landlord or a company owned in whole or in part by the landlord.

Permits landlords to require tenants to contract directly with local government units or public utilities for service, if allowed by the local government or utility.

Allows landlords to prorate or apportion utility charges among multi-unit buildings provided total charges do not exceed the actual cost charged to the landlord.

Requires landlords to bill tenants for such utility services monthly or quarterly as specified in the rental agreement, with tenants entitled to inspect bills and records used to calculate charges.

Takes effect 60 days after enactment and applies only to rental agreements executed or renewed after the effective date.
