Prohibits community owners from incorporating civil penalties, criminal fines, or litigation-related costs for rent-related proceedings into rent charges.

Prevents community owners from using capital improvement or rehabilitation costs as justification for future rental increases once those costs have been fully recovered through prior rent increases exceeding CPI-U.

Limits the time period for which community owners can assess increased rent for capital improvements or rehabilitation work to the depreciation period allowed for federal income tax purposes.

Requires justification for any rent increase up to or equal to the CPI-U unless that increase is the only rent increase being assessed.
