Allows Commission Counsel to issue written advisory opinions on ethics matters when the Commission has not met for 60 or more consecutive days and after notifying the Commission.

Restricts Commission Counsel's advisory opinion authority to issues that do not require a waiver and have been previously determined by Commission written opinion or court interpretation of the State Code of Ethics.

Amends §5807 to recognize Commission Counsel as an alternative to the Commission for issuing advisory opinions, provided requesters made full disclosure of all material facts.

Requires Commission Counsel to provide notice to the Commission before issuing advisory opinions under the new authority granted in §5808A(a)(9).
