Authorizes the Board of Parole to review and redesignate Risk Assessment Tier classifications for sex offenders convicted prior to Megan's Law's enactment, with discretion to consider factors including lack of subsequent criminal offenses, treatment completion, and passage of time.

Requires the Attorney General to apply the Risk Assessment Tier system retroactively to all persons convicted of registering offenses and notify them by registered mail or other reliable means of their new designation within 10 days.

Allows offenders to request Board of Parole review of their tier designation within 10 days of receiving notice, with failure to request within the timeframe constituting a waiver of review rights.

Grants the Superior Court jurisdiction to review tier redesignations made by the Board of Parole, provided the Board determines the application for review is based on good cause.

Authorizes the Board of Parole and Attorney General to promulgate reasonable regulations to implement these provisions, effective upon adoption without subjection to standard administrative procedure requirements.
