Creates "Complete Community Enterprise Districts" to promote transit-oriented development in downtown areas, traditional towns, villages, or regional activity centers through agreements between local governments and the Department of Transportation.

Establishes specific district requirements including contiguity, 1-9 square miles in area, compact shape (isoperimetric quotient of at least 0.7), high-density residential zoning enabling frequent transit service, and exemption from off-street parking requirements.

Exempts Complete Community Enterprise Districts from highway capacity zoning restrictions in New Castle County (Chapter 26), Kent County (Chapter 49), and Sussex County (Chapter 69) of Title 9, allowing municipalities and counties to approve zoning changes as a package rather than individually.

Directs the Department of Transportation to prioritize transit and multi-modal capital projects in districts, establish 25 mph speed design goals for non-limited access streets, and prohibit road capacity expansion projects that negatively impact transit, pedestrian safety, or bicycle infrastructure.

Amends municipal zoning regulations in Title 22 to permit legislative bodies to modify zoning for parcels within designated Complete Community Enterprise Districts.
