Waives the reversion requirement in Section 142 of Vol 78, Chapter 76 of the Laws of Delaware that requires the Richard Allen School property to revert to the Indian River School District if the Boys and Girls Club ceases to use it.

Authorizes the Boys and Girls Club of Delaware, Inc. to transfer the Richard Allen School property (tax parcel 1-35 20-70) located in Sussex County, Delaware to the Richard Allen Coalition Inc.

Establishes consideration for the conveyance at $1.00, or alternatively allows the parties to agree in writing that consideration may include reimbursement of up to $6,000 in improvements made by the Boys and Girls Club.

Requires the Richard Allen Coalition Inc. to accept the property "as is" in its current condition at time of conveyance.

Includes a new reversion clause requiring the property to revert to the Indian River School District if the Richard Allen Coalition Inc. ceases to use the property.
