Amends Delaware Code Title 13, Section 2212 to expand the definition of "account" for financial institution data matches in child support cases.

Adds "voluntary public and private retirement fund account" to the list of account types that can be subject to liens for past due child support obligations.

Limits the expansion to only voluntary retirement accounts, excluding certain pension and state retirement accounts from lien authority.

Aligns Delaware law with federal practices that allow the government and states to place liens on retirement accounts held by noncustodial parents owing past due child support.
