Creates new § 4105A establishing enhanced penalties when traffic violations result in serious physical injury to a "vulnerable user" of public rights-of-way

Requires courts to impose traffic safety course completion and up to 100 hours of community service focused on driver improvement and public education on traffic safety

Imposes suspended fines (up to $550) and driving privilege suspensions conditional on completing required courses and community service, with court review hearing within 1 year

Defines "vulnerable user" to include pedestrians, animal riders, and operators of farm tractors, skateboards, roller skates, scooters, mopeds, bicycles, and motorcycles on public rights-of-way

Removes duplicate vulnerable user penalty provisions from § 4176 (careless or inattentive driving) and applies enhanced penalty framework to all traffic violations under Title 21
