Eliminates language from § 1002, Title 10 that was struck down by Delaware Supreme Court in Hughes v. State for equal protection and due process violations regarding automatic transfer of cases when children reach age 18.

Updates definitions of sexual offenses and sex offenders across multiple sections (§§ 761, 777, 777A, 1100, 1112) to include § 1112B (promoting sexual solicitation of a child) and ensures consistent references across Title 11.

Expands § 1102 (endangering welfare of a child) to include child abuse third degree as an offense that qualifies when committed in sight or sound of a related child.

Adds human trafficking, dealing in children, violation of privacy, promoting prostitution, and obscenity offenses to § 3513's hearsay exception for child victims under 11 years old.

Clarifies § 4121 to specify that juvenile adjudications for sex offenses have same consequences as convictions for community notification purposes and adds descriptive language for kidnapping qualifying as Tier III sex offender status.

Adds child abuse in first, second, and third degrees and promoting sexual solicitation of a child to the Victims' Bill of Rights crimes listed in § 9401.
