Limits community owners to initiating rent increases above the Consumer Price Index for All Urban Consumers (CPI-U) no more than once per 12-month period for any homeowner in the community.

Requires all affected homeowners receive written notice of rent increase requests 90 days prior to the first meeting to discuss the increase.

Applies to rent increases that exceed the average annual increase of the CPI-U for the Philadelphia-Wilmington-Atlantic City area calculated over the most recent preceding 36-month period.
