Proposes a constitutional amendment to Article VIII of the Delaware Constitution establishing a "lock box" on the Transportation Trust Fund that restricts appropriations to specific authorized purposes.

Limits Transportation Trust Fund appropriations to: capital expenditures on public transportation systems and roads; payment of interest and principal on bonds secured by the fund; and other transportation-related operating expenses currently authorized on the effective date.

Requires three-fourths concurrence of all members in each House through a separate bill (not part of budget or capital improvement acts) to appropriate Transportation Trust Fund moneys for any purpose not listed.

Prevents resumption of Transportation Trust Fund appropriations for transportation-related purposes if such funding ceases, except through three-fourths legislative approval via a separate bill.

Applies to revenues from motor vehicle registration fees, motor vehicle document fees, motor fuel tax, motor carrier road use tax and registration fees, and Delaware Turnpike operations.
