Restricts Transportation Trust Fund appropriations to: capital expenditures on public transportation systems (roads, transit, grants), debt service on bonds secured by the fund, and other transportation-related purposes authorized on the effective date.

Creates a "lock box" mechanism requiring three-fourths supermajority vote in both chambers to appropriate fund moneys to purposes outside those listed, with the authorizing bill separate from annual budget and capital acts.

Prohibits revenues from House Bill No. 140 from funding Delaware Department of Transportation operating costs; those revenues may only support capital program categories including Road System, Grants and Allocations, Transit System, and Support System.

Requires three-fourths supermajority approval in both chambers to resume appropriating Transportation Trust Fund moneys to transportation-related purposes if such appropriations cease.

Act sunsets on November 8, 2016.
