Amends §1504 to explicitly include boards of charter schools in the Auditor of Accounts' annual audit requirements, alongside regular school districts and other education entities.

Requires charter schools to include a copy of their annual financial audit report and standardized financial report in their annual report to approving authorities.

Establishes specific requirements for charter school audits including publicly bidding contracts every 5 years, requiring auditors to hold valid Delaware CPA licenses, and mandating peer review by the American Institute of Certified Public Accountants (AICPA) at least every 3 years with unqualified opinions.

Requires charter schools to share audit results by October 1 with the Department of Education, State Auditor, Division of Accounting, and citizen budget oversight committees.

Requires charter schools to post annual reports, financial statements, audits, and standardized financial reports for the current and 5 prior fiscal years on their websites.
