Creates a Drug Overdose Fatality Review Commission to investigate all deaths in Delaware caused by opiates, fentanyl, or heroin and make annual recommendations to reduce overdose fatalities

Commission membership includes the Attorney General, Secretary of Health and Social Services, Medical Examiner, Secretary of Safety and Homeland Security, and representatives from medical associations, nursing, law enforcement, and hospitals

Establishes three regional Review Teams with authority to administer oaths, compel witness testimony, and subpoena records related to overdose deaths

All Commission and Review Team records are confidential, exempt from court subpoena and discovery, and members receive immunity from civil and criminal liability for actions taken in good faith

Requires mandatory reporting of overdose deaths to the Medical Examiner and communication of medical cause of death findings to the Delaware Department of Justice
