Adds "Internet sports lottery" as a new form of Internet lottery game operated over websites or networks, with proceeds distributed according to sports lottery provisions in state law.

Eliminates the table game license fee effective July 1, 2016, and reduces the State's share of gross table game revenue from 29.4% to 20% (effective January 1, 2017) and then to 15% (effective January 1, 2018).

Allocates 2.5% of video lottery proceeds to agents for marketing and capital expenditures starting July 1, 2016, increasing to 5% for capital expenditures by July 1, 2018, with unused amounts refunded to the State.

Removes the $3,750,000 annual cap on proceeds transferred from the Internet Lottery Fund to the State Lottery Fund, allowing all remaining Internet lottery proceeds to be distributed to video lottery agents after administrative and vendor costs.

Establishes age restrictions requiring persons under 21 to be prohibited from wagering on Internet sports betting games and other forms of gambling, with violations constituting misdemeanors.
