Adds new §7801 to Title 6 of Delaware Code establishing restrictions on the Riverfront Development Corporation of Delaware and Delaware Stadium Corporation regarding real estate transactions.

Requires the Board chairperson of either corporation to present any proposed purchase, acquisition, assignment, sale, transfer, or divestiture of real property to the Joint Committee on Capital Improvement.

Mandates the Joint Committee members explain the proposed transaction to their respective caucuses and the General Assembly must approve the transaction by concurrent resolution within 30 days of presentation.

Deems any proposed transaction automatically rejected if the General Assembly does not approve or reject it by concurrent resolution within 30 days of presentation.

Prohibits any assignment of an approved contract or transaction unless the assignment itself receives separate approval following the same procedures outlined in the bill.
