Replaces the detailed metes and bounds description of Town of Millville boundaries with a reference to recorded maps and plots, eliminating the need for Charter amendments when territory is annexed

Raises the minimum age requirement for Town Council members from 18 to 21 years old and extends election poll closing time from 3:00 p.m. to 4:30 p.m.

Establishes new procedures for Council meetings, including requirements for special meetings with 96-hour written notice or unanimous waiver, and specifies which actions require ordinances versus resolutions

Creates a formal forfeiture process for Council members who lack qualifications, violate Charter prohibitions, are convicted of a felony, or miss 3 regular meetings without excuse

Increases the maximum annual contribution to volunteer fire departments, ambulance services, and emergency treatment services from 3% each (for fire and ambulance separately) to a combined 6% of total real estate taxes, giving Council flexibility in allocation
