Establishes the Community Firearm Recovery Program (CFRP) allowing individuals to surrender illegal, unsecured, abandoned, or unwanted firearms in exchange for predetermined funds, gift certificates, or coupons.

Requires participating law enforcement agencies to select a location site and designate dates and times for firearm surrenders within 3 months of receiving funding.

Permits law enforcement officers to use CFRP funds to purchase weapons for undercover operations regardless of legal status of the weapons.

Prohibits the sale of recovered weapons and allows donation of historically significant weapons to Delaware-based 501(c)(3) non-profit organizations.

Grants immunity from prosecution for individuals who surrender firearms in good faith while on a direct route to a CFRP site, including immunity for carrying weapons that would normally violate Delaware law during transport.
